On April 15, 1996, Jamie Langius drafted and published through the Assembly Republican Caucus Office of Policy Research a report titled "State Preemption of Local Laws Concerning Firearms and Ammunition." This focused on the multitutude of conflicting municipal laws and the history of statutory preemption relatign to firearm laws. The report concluded that the power to control the broad field of firearms and ammunition needs to be in the hands of the state to ensure uniform and statewide consistency.
