Yes, forms for doing so may be obtained from the State Department of Justice (916) 227-3703. Handguns can be registered this way. Although the department does not have specific statutory authority to register rifles and shotguns, it can do so upon request under general authorization in state law pertaining to registration of personal property that bears a serial number. |
